Vape and smoke shops payment processing in the Central Valley has gotten harder every year since 2020, and 2025 raised the bar again. Shops along Highway 99 in Stockton, Modesto, Merced, Fresno, Visalia and Bakersfield are dealing with the state flavor ban, an unflavored-products list, CDTFA licensing, local ordinances, and card acquirers who look at the whole picture before deciding whether to board a store. This guide walks through the layers in the order an underwriter thinks about them.

California's SB 793 flavored tobacco ban, upheld by voters as Proposition 31 in 2022, prohibits retail sale of most flavored tobacco products, including flavored vape liquids and menthol cigarettes, with narrow exceptions. In 2025 the state added a requirement that vape products sold in California appear on an Attorney General list of unflavored products, and CDTFA enforces it through the tobacco retailer license. Many Central Valley cities and counties have their own ordinances on top, some stricter, some with retailer license caps. Before a processor looks at you, they want your CDTFA Cigarette and Tobacco Products Retailer License, your local tobacco license where required, and a product list that matches the state's. Check the current lists and rules; they have moved several times and will move again.

Layer two: how the card networks see you

Tobacco and vape retail is permitted by Visa and Mastercard, typically under MCC 5993, but it is treated as elevated risk. In-store sales with chip and tap and a real age check at the counter are the easiest to board. Online sales are the hard part. The federal PACT Act extension to vape products requires age verification at delivery, tax reporting to states, and effectively bars USPS shipment of vape products, while the major private carriers have their own prohibitions. Many acquirers simply will not board online vape shipping to consumers, and those that do require carrier agreements and adult-signature procedures. If your Fresno shop wants to sell online, expect that to be underwritten separately from the storefront, or declined.

Layer three: the product mix problem

Central Valley smoke shops rarely sell only tobacco. Common additions, and their processing status:

What the application will require

  1. Entity documents, ownership, and processing history, including any prior terminations.
  2. CDTFA seller's permit and tobacco retailer license, plus local licenses.
  3. Photos of the store, signage, and the age-verification setup.
  4. A product list, ideally with SKUs mapped to categories.
  5. Bank statements and, for online sales, carrier agreements and PACT Act registration.

Reserves are common for new shops or those adding CBD or kratom. Chargeback ratios in this category are usually low for in-store sales, but the networks still monitor around 0.9-1%, and one bad month of online fraud can cross it.

Cash discount, surcharges and SB 478

Smoke shops have historically leaned on cash. If you want to recover card fees, note that since July 2024 SB 478 requires advertised prices to include mandatory fees, and state guidance treats an unavoidable card surcharge as one of them. A properly posted cash discount can be permitted; confirm the structure with your processor and counsel. Tobacco excise taxes and the vape tax collected by CDTFA are separate from any card fee question and must be handled through your returns.

Practical setup for a Valley storefront

Use a terminal that supports chip and tap and integrates with an ID scanner so the age check is logged, not just performed. Keep the descriptor clean and matching the storefront name. If you run several locations along the 99, ask whether they can share an account or need separate ones; underwriters often prefer one account per address so a problem in Modesto does not freeze Bakersfield.
